Anyone know about buiding regs - soil pipes, minimum depth and related issues

We're taking up the concrete slab that was very poorly laid over our back garden, partially because I absolutely hate it and want to build a proper garden, and partially because it was so badly laid that it runs uphill ot the drain, and was laid just straight onto whatever was there originally meaning that the damp-proofing course is too low above ground level.

Part of our house has been converted into a separate shop unit, and the waste pipe for their toilet runs through our yard. We've discovered that it's actually only 1-2 inches below the ground, covered straight on top with concrete.
So we've had to stop what were doing, and it's bloody lucky that we didn't break through it whilst taking the concrete up!

I'm sure there's a minimum depth that these things have to be laid at, and I'm sure this is too shallow, but I'm struggling to find what I'm looking for on the web.
We'll be talking to the post office about this next week - but they only rent, and the landlord hasn't been easy to get hold of in the past, but I'd also be interested in knowing if anyone has any idea about who'd be responsible for sorting this out.

    There is no stipulated depth under building regulations.

    So long as it's covered by concrete / protected it is fine.

    However, the grey pipe is wrong - it should be an orange pipe.

    That is technically correct. However, the first inspection chamber should have a minimum cover depth of 300mm regardless of whether the pipe is encased in concrete or not. The pipe should also have a minimum fall of 1:80 to achieve, um, clearance! The soil pipe should not be grey (as KJX said) as all underground drainage should be brown. This is mainly for identification purposes (so you don't dig up drainage by accident).
