Balloon weights- can I use favour bags? If so, how to fill?

I ordered 30 bunches of 3 balloons ages ago and I think now I will probably only use half of those (a bunch on each table, I reckon there will only be need for about 15 bunches). Anyway I also got around 120 purple organza bags ages ago fro favours. I reckon we will have 100 guests tops so at least 20 bags going spare. Can I use the spare bags to weigh the balloons down and if how can I cheaply fill them to make sure the balloons stay weighed? I still have no idea how to fill the actual favour bags as I was just not going to bother but I might, if the price is right.

Help!! I dont want to buy proper balloon weights IF this way will work as I can save money BUT if it wont then I had better...

    Personally I have visions of drunken guests untying favour bags & emptying whatever you use to weigh them down over the dining tables. Or maybe I've just been to too many RAF weddings!

    What about using some stones from the garden and get a cheap can of spray pain to spray them to match your colour scheme?

    I would use dried beans, rice or sand inside a small sandwich bag so it doesn't leak and then wrap that in purple tissue paper to match the favour bag before placing it inside, so it hides the contents if you see what I mean?

    Yes, I would probably suggest sand, again, in purple tissue within the bags x

    If you go for sand, you can get a 15kg bag of childrens play sand from Argos for £2.99.

    It'll be more than you need but the cheapest option I've found so far.
