cash point oddness, can the right PIN get random cash?

My son has a bit of an obsession with ATMs, he randomly punches numbers and says he's paying the phone bill..anyhooo yesterday he went press press press press press etc etc ad nauseum, Enter. And a screen came up saying 'Do you need Emergency cash? Yes No'

Anyone know about this? Is it a secret code stumbled upon by excitable 4 year old?

ETA, I said 'No' to emergency money, but wishing I had said yes, just to see. H thinks it's a Secret Agent M15 fund..tchoh.

Yeah RBS offer a service that if you lose your card you phone a number, they give you a code and you enter it at the cashpoint. You can get up to £300 i think
