Sorry I don't know how much you would need but you can get pre filled ones on ebay and you can get a set of 25 prefilled cones that come in a decorated box (which you then have as a keepsake box after) from a website I came across the other day. If you are on a tighter budget it may work out cheaper to buy the packs and then make the cones yourself though?

It states on there that you would need 1/2 a litre to fill 10 cones.

Go to www.shropshirepetals.com they are fab, my best friend had hers from there last month.

She had 2 Shropshire Boxes, lovely keep-sake boxes which hold 25 cones, you can choose colour of cones. They come 2 litres of confetti which is more than enough to fill the cones. She had 2 litres of the delphinium and rose petals (Honey 'B) plus an extra litre of rose petals same colour for the tables as decorations, they were gorgeous and smell amazing!
