If you cant find one on a budget then try drying our and making your own, I'm on a facebook group and there are at least 20 other brides that i know of doing this including myself and the results are just as good as some of the stuff you buy x

For £12 total I bought 100 little organza pouches with silver hearts and 2000 biodegradable love hearts in my two colours (the hearts are about 2cm each so having 20 or so in each bag is plenty but you could easily get more) and they look pretty. If you want links to the suppliers(ebay!) just let me know.
