Have spoken to the registrar who says we need to get them re issued, but who am I supposed to call to get this done??

If you have your passport, this should be fine - you shouldnt need both (or at least we didnt)...

We definitely needed our birth certficates. We couldn't find H's at first but had a photocopy of it, but that wasnt enough, they needed original copy. His mum found it, eventually!

I needed a new one for more son and for £26 got it in 2 days online, you can even go down to the registry office and get one if you need one. This is really common now as everyone needs one to get a job if they don't have a passport so need to be able to get them quickly.

We only needed to show passports too. I know we definitely didn't need birth certificates because I have no idea where mine is.

If the only said to take passports and proof of residence you'll be fine - its all we needed. You only need your birth certificat if you dont have a passport. Heres what it says on (as an example) Torbay's website:

All persons are required to produce a current, valid passport. If you do not have a passport you will need to produce a full birth certificate and two other forms of identity which are acceptable (a full driving licence, rent or council tax document, utility bill or National Health Service medical card.)
