ebay/paypal question - held payment?

Is the following dodgy? Never seen this before:


You've received a payment, detailed below. We've placed a temporary hold on the funds for this transaction.

eBay and PayPal are working together to make it safer than ever to buy on eBay. One of the boldest steps is to identify transactions that pose the greatest risk of fraud and holding the payments from sellers for a period of time to help ensure that the transactions go smoothly.

We'll release the payment for the eBay item if either of the following occurs:

  • The buyer leaves you positive feedback on eBay.
  • It's been 21 days since the payment date and you haven't received a dispute, claim, chargeback, or reversal on the transaction being held

Additional hold period

If you receive a dispute, claim, chargeback, or reversal on the transaction, we may hold the payment until the problem is resolved.

We will notify you by email when the funds are released. You can also check the status of the hold in your Transaction History.

I don't want to post out a high value (well, £80) item with being guaranteed the funds in my account. Anyone have any experience of this? Thanks.

    Its a fairly new policy, in the last 3 months I think, so its not dodgy per se, but certainly annoying.

    ETA - pressed too soon - I had to wait for my buyer to leave positive feedback before the funds showed in my account - it seems ridulous as in my view, until you get the item, how canyou leave positive feedback as the transaction hasn't actually finished?

    I've never had that and we sell and buy quite a bit on ebay. I would give paypal a call and see if they can give you a better explanation.

    I know a payment can be reveresed with a certain time period but like you say I would not be happy about posting out an item without having the money in my paypal account at least.

    I'll be interested to hear how this pans out.

    I've heard about them doing this, I've not had it myself yet, but it sounds horrendous. I've head of people sending stuff out - registered post and even though they have proof of delivery the buyer has said they did not recieve it and Paypal can start being awkward and not letting payment out. I would definaltey make sure it's signed for.

    I think they do it on 'high risk' items/categories. Items that are most likely to be used by scammers or something similar. I don't think there is anything you can do about it, I think you just have to send it and risk it. Like I said, make sure it is signed for.

    Thanks both. I assume it's because of the amount - I've sold 3 other items this weekend but all were below £40 and I've received payment straight away.

    Good point re the registered post. I'd only quoted normal first class and there's no way I'm letting the item go without a signature at the other end. Not impressed at all.

    For an item of that amount make sure its special delivery as it'd be covered up to £150 if it goes missing. Also its only special delivery (or some couriers) that paypal accept as proof of delivery. I don't believe ordinary recorded delivery makes their criteria for proving delivery even though it gets a signature.

    I had this a couple of weeks ago when I sold an old laptop on ebay. It only went for £50 but I had to send post it and wait for feedback before they would release the funds. Fortunately the buyer left positive feedback very quickly and the funds were immediately released. Was a bit peeved though as the postage was high on this item and it was just before payday so I was skint. because they held the funds I was unable to pay for the postage via Paypal and had to pay cash at the Post Office.
