I'd be tempted to try tissue paper but not sure if that is correct - especially as I don't think that would be bio-degradable?

Dry the petals out on a very low light oven?

I've cut up loads of different coloured tissue paper.. i really hope it is biodegradeable otherwise i'm in trouble!!

my mum thinks i'm being cheap - and the last time i went round to my parents' i caught a glimpse of some bought confetti boxes so i think she might have gone out and got some proper stuff. i'm still going to use my cut up tissue paper tho, it took ages to do and i had a sore thumb for days afterwards!

You can get shaped hole punches, my Mil brought my son a pack from Wilkinsons that was 50p. It has a balloon and heart shaped punch (both around 1cm each). Could you not use something like that on tissue paper or normal colour thin paper?

    You've started me thinking now...

Where are you going to put the confetti?

I'v made a start on mine using cheap punches off Ebay and different coloured tissue paper. Although I did check with the venue first to see if they were o.k with it. I would check with your venue as some of them can be really funny about whether they allow it or not.x
