Jeremy Forrest - victim identity

So, I just read this daily fail article. http://www.dailymail.co.uk/news/article-2350034/Twitter-users-named-Jeremy-Forrests-victim-conviction-broken-law.html

I understand that if someones identity has been protected it's illegal to name them but what I don't understand is why her identity has been protected. At the time she went missing/they went off together she was fully named and pictured so it seems a bit late to try and protect?? Also she has not even painted herself as a victim, she's quite openly saying to people that she's going to visit him in prison and they intend to marry.

Who decides about protecting identity? Is it likely to be something she's requiested or something that's been decided for her?

    I think the DF has outlined it in their headline:

    As a child and a sexual offence victim she has legal anonymity

    Even though she is now no longer a child, because she was when they incident happened, automatically she'll be 'protected'

    TBH I'm waiting for her first Closer Mag interview or something to come out...

    But why does that not kick in from the start? It just seems pointless when you can still read all the articles from october time when her name was used?

    Hmm I don't know, perhaps because when her name was released, they hadn't made an arrest so there may have technically been no offence committed? Does seem daft and a bit pointless. The whole thing is very sad.

    I thought this was ridiculous as well as a quick Google search and I found her name again as all the old articles are still available, although I remembered she was named when she was missing. The whole thing was ridiculous in my eyes as that other guy was only giving 15 months and his youngest victim was 9 years old!!!

    Stuart Hall ? He was sentenced according to the laws at the time of his offences. No idea why, but that's why the sentence was relatively short.
