Hubby uses a 3G dongle in his laptop at work so he can surf the net on his own laptop...

He buys a tenners worth every so often and he plugs that into his laptop and it provides him with the www. I dont know what other companies do them but you would be buying a lap top and a dongle seperately...

As teehee says you can buy a dongle & just top up when you need to from most service providers, I think Virgin Media do them as well. 3G is the cheapest I found. If you go into any Orange, 3G etc shop they will sell you one.

I got a notebook free with a dongle. It costs me just under £30 a month (d/d), but that gives a lot of download capacity - more than I need!! so he could go for a cheaper package. I also went for that one to get the notebook that I wanted. You would be better going to Carphone warehouse or somewhere similar for advice, as the signal varies from area to area, so you want a company that has good coverage in the area he is most likely to use it.

T-mobile provide a explanation of how it works on their website. Also price guide there too.
