If a sim card has been blocked, what happens when someone turns the phone on?

I know when mine got blocked when I'd forgotten to change the direct debit details it just wouldn't let me send messages or make calls.

I'm not sure if it's been stolen though.

I found a ladys phone in a local service station, she had blocked the SIM so no calls or texts could be made, but I was able to get into her texts and address book to find her daughters number so I rang her and she gave her Mum my number and I returned the phone.

She bought me a box of chocolates which I thought was most decent of her ?
