Tree on council land stealing all my sunlight....???

This may be random and do tell me if I'm whinging for nothing, but there is a tree at the back of my house and it blocks all the light getting in. It is on land owned by the council, but is between our neighbours' house and the river (terraced housing backing onto river). We don't own the land out the back, but it is such a thin strip of pointlessness that the council never do anything on it. Some neighbours garden theirs, but I know from land registry stuff that none of us own it. The lady whose house the tree is directly behind doesn't ever use the land as she is very old and couldn't get down there, but the land does belong to the council.

Is there anything I could do to get them to chop the tree down, or at least prune it so I get a tiny bit of light? The back of our house and the land there (our not-garden ?) is all shaded by said tree and I'd love some sunlight to come through the window. I hung my washing out there today and yes it's lovely and warm, but no sunshine.

Can anything be done? (I thought I'd ask on here before contacting the council...partially because I don't know who to ask for lol!)

    If my understanding of the guidelines is right, you have a right to ask the council to do something about this. Legislation was brought in regarding the fast growing Lleylandii<sp> trees on this very issue. The principle is the same though, whatever the tree is.
