Not sure if this will be of any use to you but there is a place near Cheltenham called Bishops CLeeve that has a tithe barn that is pretty reasonable and you can sort your own catering and do your own decorating etc.. it is a really lovely building they are currently doing some work to give it better disable access to.

other options would be to look at local church and village halls

or get married out of season (jan, feb, etc..) as you can get much better deals.

Also what about a registry office or church and seeing if you can hire a nice resturant for the evening as this can often work out cheaper than going for a know weding venue.
