Need my dress bustled, seamstress has suggested a bustle pin. My dress is tulle and I'm worried it will rip it. Anyone used a bustle pin with tulle skirt?

I've got about 4 layers on my dress including tulle so will not be using a bustle pin. However, would like people's opinion as to which type of bustle would work best. Over bustle (Amercian style) or under bustle (French style)?
