Unless you know all your guests really well, how do you know how many of each size you will need? Not every guest is going to wear uncomfortable footwear and some of those that do would never change into flipflops anyway. Personally, I'd save my money for something else and trust that anyone who is planning to wear uncomfortable shoes will either bring their own flats to change into or will be happy going barefoot.
