Getting hold of parents birth certificates...

My fiancé is adopted, and to give notice we need our birth certificates and mother's birth certificates.
Given he is adopted we will need to apply for his full adoption certificate. But I can't get a clear idea if he needs his birth mother's birth certificate or his adoptive mother's birth certificate. Can anyone help? X
