Getting married in 2 weeks, cancel reception or not?

Hi, so I'm due to get married in 2 weeks!! 10th October. This is our first date, and we have held out just to see if it's possible through all this uncertainty.



Our first bump in the road was downsizing the guest list massively. The next was changing the wedding reception venue. The third, mask wearing at the church Smiley sad
But now, my brother in law to be is in an area which has been locally locked down! We are also on the watch list for a lockdown (Wales). From the guidance, it states you can attend a wedding out of the county with an invitation, but you cannot attend the reception, meaning the groom's brother could not attend out reception, after travelling hours to be at the ceremony.
Should we consider cancelling the reception all together he won't be able to attend? And we are also at risk of having to cancel due to our own local lockdown anyway but it seems we can still have the ceremony even if that happens?
My groom is struggling to process the ever changing plans and beginning to feel we should just postpone, however I feel that if we can get married and have the ceremony, that we should, as I just want to marry him now!
