Yes they could, if they could find appropriate materials.

It's essentially a classic strapless princess style with overlays of lace and print fabric, with some of the flowers from the print used as appliques over the lace at the front. It would be really heavy and as it is essentially three dresses (in dressmaking terms) the labour cost will be a lot!

You'll need to find someone with proper bridal gown experience (not just alteration) who has lots of time available.

Yes, speak to Faith Caton-Barber or Lillia Bspoke Dresses, they both work with textures, Lillia has done something very similar in terms of the leaves and flowers

But wow what a dress, I think I have seen something similar to this but not sure where I have seen it.
