I would say the best place to start is your venue as it really will guide everything else.
Also, be clear on budget. I asked a few friends for ball park what they had spent on different things so I had an idea for the area where I live.
I definitely think my dress and theme etc was influenced by my venue, so I'm glad I waited until I had date and venue before going dress shopping!
