Just the two of us-witnessess

Hi. Mu partner and I want a civil partnership with no family or friends present-long story. I've asked the registrar office if they are able to have staff as witnesses and they've said not. Anyone any ideas? I'm far to anal to just wait until the day and risk ask people in the street.
