Mini power cuts? Silly Q

Sorry, i know zero about electricity/fuses and the like.

We live in a flat (small block of 6) and tonight the power has cut out 5 or 6 times, only for a second or 2. Gathering from the noise in the neighbours' at the same times as our powercuts, its obviously affecting the whole block.

What could it be? What should/can I do? Do I need to worry about the fridge or anything, it won't affect the food if its only off/on for a second or two, will it? ?

    The fridge and freezer will be fine, as long as the doors are closed, can't remember the times.

    It could be the weather at the sub station that is affecting it. If the whole block is going it probably is the supply and nothing just in your flat. (I asked H)

    Just annoyed that I have to keep turning the TV & DVD back on and finding where I left off.

    We regularly get power cuts for some reason. As long as we keep the fridge and freezer doors shut, the food is fine in there for a good 5 hours or more.
