Have you looked at Coast, Oasis, Karen Millen etc? My Mum ended up getting her MOB dress in the Coast sale last winter!

I would try the independent boutiques. They often have clothing that is a bit more unusual/special.

Alternatively, if you have an idea of the kind of style you want, you could try asking a local dressmaker to create a bespoke outfit.

My mum got her outfit yesterday at Christine's, which is an occasion wear store in Essex that specialises in Mother of the Bride. It's located at Martels Wedding Village.
Highly recommend. My mum has struggled finding something for ages. At Christine's she found 3 outfits she really liked and then struggled picking between them.
