I agree with you. She has much smaller boobs than she needs to fill the bra.

I can't tell if she has any padding down there, but from what I can see, the bra fits perfectly. A lot of women wear too large a band size and therefore too small a cup size to compensate. So if most women wore the right band size (like this lady - probably only a 30 or a 32) then they would be much larger on the cups to make it fit properly. And any spillages means you're in a too small cup.

It looks like her boobs are pushed together which, to my untraind eye, suggests that tere may be some tissue involvement. ?
