Not enough people to invite to the wedding...

We are having our wedding reception in a fairly big village hall and the coordinator there said we need to have at least 54 day guests or the room will look empty but we are struggling to get to 54. I hardly have any family at all and not many friends (I have recently cut out my fake friends and I now have just a few genuine ones left). My fiancé is inviting his extended family on his mum's side, the only family he has anything to do with, plus some family friends. That still leaves us about 6 short, and that's if everyone who is invited turn up. I've kind of been stressing about it as I don't want the reception to look sparse but at the same time I don't want to start inviting people who I'm not close to (like co-workers for example who I don't see outside of work and wouldn't keep in contact with if we didn't work together) just to make up the numbers.

What would you do?

P.S we don't have the option to move to a smaller venue as it works with the location of the ceremony.
