Do I need a passport to get married? Mine has expired but wanted to hold of getting a new one until married and can these use married name? X

I don't have a passport and my registry office is the same as Sarah's if born after 1983 need mothers birth certificate as well as your own and they need to be full birth certificates not the old half ones.
