  Dress first I think as you don't know what colour dress u may choose. And then you may want your shoes to match your theme colour (if u have one) rather than matching your dress.

  I'm waiting to get my dress first so I can match the colour of the shoes to the dress. When I go dress shopping I will take some shoes with a similar heel to what I plan on wearing though so I will be the right height when trying dresses on.
