Table decorations help

Does anyone have any ideas how to:

1) glue story on to the metal hoop (have tried glue gun wasn't secure. Currently have tape but looks messy.
2) How to secure hoop to wood (we wanted to saw through a bit but do not have correct saw)

Could you add some similar rope/string around the cello tape? Glue one side and wrap it tightly and glue it the side if it holds?

Also for the hoop to the wood.. There are U shape staples that you can hammer into the wood and use the U shape to secure the hoop? That may work well?
