A lot depends on the nature of your venue and how many people will be getting ready but I will take it from the ceremny, assuming by the look of your timeline so far that everything is all at one venue.

2.30 drinks mingling and photos

4pm food and speeches. But here you have only allowed 1 hour until 5pm. If its a buffet without a sweet and you plan the ice cream van as the sweet at 5pm then it may be doable. But not if you are having a 2 or 3 course sit down service.
