Toddlers and guest counts

My venue has a minimum of 50 guests and we're wanting a small wedding. I was wondering whether toddler/under 3s are counted as guests?

A few of our friends will have toddlers by our date and I have no idea if they count towards the 50, or if we need to extend our invites list.
Likely a stupid question.

At our venue it has a minimum of 65, and specifies that this means 65 full price adult guests - if we don’t hit it we’d need to pay the difference. I think most venues would be like this but it’s worth checking with them.
