You can marry at Gretna Green https://www.gretnagreen.com/weddings-gretna-green or in any Registry Office across the UK that conducts weddings - you don't need to have any guests present but you will require at least 2 witnesses (which can't be the Registrars) which you can ask anyone over the age of 18 to be one (if they don't mind of course)
