What to say to boyfriend

I suppose it would depend on your view, like if he wanted to take it a step further and say he wanted to wear women's clothes/undies etc? Not necessarily for the wedding but in general.
To me personally, it sounds like he's trying to tell you something but isn't sure how you'll react so he's starting small. Has he done or said this kind of thing before?
If this kind of thing isn't for you, as in you couldn't cope with this being a thing of his, you need to be gentle in your approach because chances are he's feeling very vulnerable right now and the last thing he needs is to feel like he's wrong. That being said, you need to do you as well. You may be fine with it after a bit of reflection and that's great, but if you're not that's fine too. Ultimately, you need to be honest with yourself as well as him.
I don't want to sound doom and gloom but that's the approach I would take xx
