The fire hydrant p the road from us is pishing water all down the street. Who do I phone to let them know? I've search my council's website with no avail. Who else could I try? Scottish Water? I've really no idea, any help would be appreciated!

Yes, report it to your local water company. They will sort it out and liase with the local fire service, too. I work for a water company so can say htis is the right thing to do!
