Why can't you have religious music etc at a civil ceremony?

It's not a case of us wanting religious music/readings etc at our civil ceremony, we don't - I'm just curious as to the actual reason why it's not permitted.

Is it something to do with the premises not being a religious building, or is it a legal stipulation based on something else?

    I think it dates back to the 1800's.

    A civil ceremony is a legal non religious ceremony thus allowing 2 people of different faiths to be married without either sacrificing their own religion.
